Every estimate past draft (sent, won, lost or archived) counts in the week it was last touched: for SharePoint workbooks, the day the file was last saved. A lead with no estimate counts the day it moves to Submitted. The numbers update every night at 12 AM.
Excel workbooks in the Estimating site. Cuest's estimate template comes in with every bid item, split into labor, equipment, material, misc and subs. Anything else is skipped and says why. Nothing in SharePoint is changed.

Certified Payroll
For jobs with a wage determination under Labor Rates. Vanguard fills in hours, classifications, rates and gross for the project from approved timecards, and checks every rate against the determination. Deductions and net pay come from the real payroll; type them in from it. Nothing can be finalized until it all checks out.

Setting Up the Off-Site Copy
Until this is done, every backup sits on the same disk as the database. If that disk is lost, so are the backups.
At dropbox.com/developers, create an app with App folder access, named e.g. "Vanguard Backups". It can only see its own folder, nothing else in the company Dropbox.
Give it the files.content.write and files.content.read permissions, then generate a refresh token for it.
Make up a long passphrase for BACKUP_KEY. Store it somewhere safe that is not the server (a password manager). Without it, the off-site copies can never be opened.
In Render, add four environment settings: DROPBOX_APP_KEY, DROPBOX_APP_SECRET, DROPBOX_REFRESH_TOKEN and BACKUP_KEY. Never put them in the code.
Click Back Up Now. The off-site box above should say Uploaded.
Each copy is encrypted before it leaves the server, so Dropbox only ever holds scrambled files. RUNBOOK.md in the code explains how to restore one.

Paste names and employee IDs: one person per line ("Name, CA1029" or "Name CA1029"), or the name on one line and the ID on the next. Each person is added with no login. When they sign up with their employee ID, it becomes their account, after the email code and your approval.
AI Manager Keys
Each of the AI managers (the orchestrator, estimate, opp-scout and the rest) gets its own key. A key can only read three things: what's new, the Needs you list and job costs. It can't change, send, approve or delete anything, it stops the moment you revoke it, and every call it makes is listed below.

External Users
Everyone outside Cuest who can sign in: owners and GCs on the client portal, and subcontractors on the sub portal.
The two screens for keeping an eye on the whole company: everyone's hours, and where each job's money stands.
Team Dashboard
The table opens showing Pending hours: everything waiting on you.
Click Approve or Reject on each entry.
Whole weeks and time-off requests show at the top when they're waiting. Approve week approves every day in it; a reject or deny asks for a reason the employee will see.
To look back, set From / To dates, an employee or a status, then Apply Filters.
Export CSV downloads exactly what the filters are showing, for payroll.
The Needs you panel on wide screens lists everything waiting across the app. Click an item to jump to it.
Job Costs
Record the customer's PO under Record a Customer PO. That sets the job's contract value.
By Job then compares contract against committed POs, invoices and labor.
Under Cost Codes, pick a job and add its budget lines to see actual against budget, line by line.
Committed only counts approved POs. Labor $ only counts people with an hourly rate on the Users tab.
WIP Report
Every open job with money on it: contract, estimated cost, cost to date, % complete, earned, billed, and whether billing is over or under.
Click a job to set its estimated total cost (blank uses the won estimate) and any cost before Vanguard for jobs that started before it was used.
At each quarter end, set the date and Save as of this date. Send the PDF or CSV to the bonding company.
Under-billed means work done and not yet billed. Jobs projected to lose money, or spending past their forecast, show in the rail.
Time Guide
Logging your hours each day and sending in your week.
Log Hours
Check your name and employee ID are filled in.
Pick the Job, and a Cost Code if the office uses them on that job.
Enter the date, hours worked and a short note on what you did.
Tap Clock It. The entry goes in as Pending until it's approved.
Set a default job on My Profile and it's picked for you every time.
My Submissions
My Recent Submissions shows each entry as Pending, Approved or Rejected.
Made a mistake? Delete the entry while it's still Pending and log it again.
To send a whole week, pick its Monday under My Timecards and tap Show That Week.
Check the hours, then tap Submit This Week. You can withdraw it any time before it's approved.
Time Clock
At the top of Log Hours, pick the job and tap Clock In when you start.
When you finish, say what you worked on and tap Clock Out.
Your hours are logged for you, rounded to the quarter hour, and go in as Pending like any other entry.
Your phone's location is checked only at the two taps, never in between. If you say no, the punch still goes through.
The Time Clock tab shows who's on the clock now and flags punches made far from the job site. Set each job's site under Job Site Locations. Someone forgot to clock out? Use Clock them out with the time they stopped.
Payroll Export
The pay period starts as last week. Tap Preview to see approved hours by person and job.
The first time, type each person's and job's name exactly as QuickBooks has it. They're remembered.
Tap Download for QuickBooks Desktop and import it with File → Utilities → Import → IIF Files. For QuickBooks Online or a payroll service, use the CSV.
Exported hours are never offered again. If an export was never imported, Undo it under Past Exports.
Only approved hours go out. Anything still pending is counted and left for next time.
Certified Payroll
Pick a job that has a wage determination under Labor Rates, and set each worker's classification on that job once.
Start Payroll for the week. Hours by day, overtime (past 40 in the week, across all jobs), rates and gross for the project fill in from approved timecards.
Type gross for all work and the deductions from the payroll records. Vanguard never works out taxes.
Fix anything listed under "Before it can be finalized" (pay below the prevailing rate is caught), add the signer, then Finalize and print the WH-347 PDF to sign.
Weeks with hours on a prevailing-wage job that aren't finalized show in the rail.
Projects Guide
Running the job: the schedule, to-dos and punch lists, job messages, estimates and the client portal.
Schedule
My Tasks lists what's assigned to you in the next three weeks. Tap Start, then Mark done.
Pick a job to see its whole timeline. Green is done, gold is under way, a red outline is behind, and the red line is today.
Add tasks below the chart; click any bar to edit it. Set Starts after to link tasks: when one slips, everything after it moves too. Rained out? Push the Schedule moves every unfinished task from a date by however many days.
To-Dos and Punch List
Add a to-do for yourself, or a punch list item with its job and location. Add a photo of the problem.
Tap the circle to mark it done. Open one to see its photos and comments, or add your own.
Only the office assigns a to-do to someone else. Filter to the punch list to walk a job before closeout.
Job Messages
Pick a job and talk to the crew on it. Enter sends; Shift+Enter starts a new line.
You can remove your own messages.
Clients never see these. Their conversation with the office is separate.
Leads
New Lead for any project you might get: the client, where it came from, the solicitation number, a rough value and when bids are due. The crew can pass leads in from the Bid Walks tab.
The boxes across the top are the pipeline: New, Qualifying, Bidding, Submitted, then Won, Lost or No bid. Click one to see only those.
Open a lead and log every call, email and meeting. Set the next follow-up date; the rail tells you when it comes due.
Start bid walk and Start estimate fill those in from the lead. From then on the lead follows its estimate: sent moves it to Submitted, accepted wins it, declined loses it.
Marking one lost or no-bid asks why. Read them back before the next bid.
Weighted is each lead's value times its chance of winning: a fair guess at the work coming. The odds follow the stage unless you set your own.
Estimating Log
Tap New Estimate, or Start estimate on a bid walk to carry its details over.
Add line items as labor, material, equipment, subcontract or other, and set the markup.
Proposal PDF is what the client gets: price by category and the total, never your cost or markup.
Mark it sent, then accepted or declined. Create the job turns an accepted estimate into a job with a budgeted cost code per category.
Pay Apps
Pick a job. Set up its schedule of values: add the contract lines by hand, or Build from this estimate to use the won estimate's bid items at their selling price.
Approved change orders join the schedule as lines of their own. Nothing to retype.
Each billing period, tap New Application. On each line type what was done this period, or the percent complete to date, and any material stored on site but not yet installed.
Lines 1 to 9 work themselves out: retainage, what earlier applications already certified, and the current payment due.
PDF is the application and continuation sheet to send. Then Mark sent: its numbers are locked so a later change can never rewrite a bill already sent.
When the check comes, Mark paid with the date and amount. Share with client lets the owner open it in their portal.
Nothing bills past 100% of a line. Sent the wrong numbers? Reopen works on the latest application until the next one is started. Retainage can differ for work and for stored material, and can drop to 0 on the final application to release it. Unpaid applications older than 30 days show up in the rail.
Owner Invoices
Owed to Cuest at the top is everything outstanding: unpaid invoices and unpaid pay apps together, sorted by how late they are.
New Invoice for anything billed outside a pay app: a deposit, a service call, T&M, materials. Add lines as quantity times unit price.
An approved change order on a job without pay apps can go straight on with Bill this change order. It is marked billed when the invoice is sent, and can never be billed twice.
Mark sent locks it. Record each payment as it comes in; part payments are fine. It shows paid when the balance reaches zero.
Sent invoices show in the client portal for that job unless you untick it.
Wrong invoice? Void it with a reason and issue a new one. Numbers are never reused, so the sequence stays complete for the auditors.
Lien Waivers
Before paying a sub or supplier, add the waiver you've asked them for: the job, the kind (conditional or unconditional, progress or final), the through date and amount.
When the signed one comes back, Mark in and paste the SharePoint link to it.
Waivers you give an owner go in the same list, marked "To owner".
Anything asked for two weeks ago and still not in shows up in the rail. No waiver, no check.
Client Portal
Add a login for an owner or GC, pick their jobs, and give them the email and password yourself.
They see the schedule (minus tasks marked internal), the daily logs you share, the pay applications you share, and their messages with the office. Nothing else.
Share a daily log from the Daily Logs tab with Share with client.
Answer their questions under Messages from Clients. The rail tells you when one is waiting.
Switching a client off signs them out immediately. Their messages stay.
Procurement Guide
Getting materials ordered, and keeping every dollar tied to a PO.
Purchase Orders
Under Request Materials, pick the job, then enter the vendor, what you need and an estimated cost.
Tap Send to the Office. You get the CC-PO number straight away — the one the vendor will quote.
It's good to use right away — tap PDF to send the vendor the PO. It shows Pending review until the office looks it over.
When the delivery arrives, tap Received and say whether it was the full order or only part of it.
You can cancel a request until the office approves it.
PO Approvals
The list opens on Requested: everything still pending your review.
Requests are numbered and usable the moment they're sent, so this is a review. Approve signs it off; Decline takes a reason and marks the number VOID.
Once it's placed with the vendor, click Mark Ordered. Then Received when it arrives.
PDF opens the purchase order to send to the vendor.
Invoices
Pick the PO the invoice bills against, then enter the invoice number, amount and date.
An invoice number already on file is stopped. If it really is separate, give a reason to record it anyway.
Invoices over the PO amount, or for goods not yet received, are saved with a flag.
Work through the list with Approve or Dispute. Set Show to Only flagged to see problems first.
Change Orders
The red card at the top lists RFIs answered with a cost but never turned into a change order.
Click Convert to raise one with the amount already filled in.
For extra scope that didn't come from an RFI, use Raise a Change Order.
Move each one along: Submit, then Approve or Reject, then Mark billed once invoiced.
Approved change orders add to the job's contract value on Job Costs.
Subs & Vendors
Add each subcontractor and supplier once: name, trade and contact.
Click a company to record its paperwork: general liability and workers' comp certificates with their expiry dates, W-9, license. Paste the SharePoint link to the certificate if you like.
The rail warns you when a sub's paperwork has expired or runs out within 30 days, before they set foot on site.
Give a sub a portal login so they can price your bid requests themselves. Hand them the email and password yourself.
A sub's login sees only their own bid requests, their own prices, the POs they were awarded and their own paperwork dates. Never other bidders, costs or anything else. Take off the list switches off their logins at once.
Bid Requests
New Bid Request: what's being priced, the job, the trade, when bids are due and the scope.
Invite companies. Subs in the same trade are ticked for you; any with expired paperwork are marked.
Subs with a login send their price in the portal. For a price that came by phone or email, use Enter price.
Bids line up low to high, with how far each is over the low bid.
Close bidding, then Award. Awarding raises the purchase order to that company for their price, waiting for approval like any PO.
The winning sub sees it was awarded to them and sees the PO. The others only see that it went to another bidder.
Field Guide
Paperwork from the job site: daily logs, submittals, RFIs, bid walks, wage rates and safety.
Daily Logs
At the end of the day, pick the job. The date fills in as today.
Note the weather, how many were on site and who, then what work got done.
Add any delays, safety notes, deliveries and visitors or inspections.
Add photos and type what each one shows, then tap File Daily Log.
Your logs are listed below the form. You can Edit one or add photos for two days after filing it.
Admins see every log on every job. Filter by job and dates to pull up a job's history, and delete a log filed by mistake.
Submittals
The register shows every submittal and whose desk it's on: Ball In Court.
Filter to Us – needs resubmit to see what's waiting on Cuest.
Overdue due dates show in red.
Admins record the prime and government review codes from each row, add submittals below the register, and use Resubmit to start the next revision.
RFIs
Under Raise an RFI, pick the job and write a clear subject and question.
Add the spec or drawing reference, who it's going to, and when you need an answer.
Tap Send the RFI. It's numbered for that job automatically.
The list shows open RFIs and flags the ones past their needed-by date.
When an answer comes back, click Record answer and say whether it costs more. Priced answers then show up on Change Orders.
Bid Walks
Fill it in before you leave the site: project, solicitation number, bid and question due dates.
Note the scope, red flags, questions to ask, base access and badging lead time.
Give your call (bid it, pass or not sure) with one line on why.
Add site photos and type what each one shows, then tap File Bid Walk. It goes straight to the office.
Your filings are under My Filed Walks, exactly as you sent them. The office's bid or pass call stays with the office.
Filed walks, their photos and the bid/pass call are admin-only. Make the final call with Bid it or Pass on each walk.
Labor Rates
Pick a job to see its prevailing wage rates: base and fringe for each trade.
To see the rates on a past date, set Rates in force on.
Overtime is 1.5× the base rate only. Fringe stays at straight time.
Admins add the determination first, then its rates. A rate change is added as a new rate with its effective date, never an edit, so past payrolls still match.
Safety
The top cards show open incidents, expired certifications, and jobs with no toolbox talk in the last 7 days.
Log each toolbox talk with the job, topic and who attended.
Report incidents and near misses, then close them once the root cause is dealt with.
Add certifications with expiry dates to get warned before one lapses.
Record site inspections and close them when the corrective action is done.
Setup Guide
Your own account, plus the jobs, people and connections the rest of the app runs on.
Jobs
Add a job with its number, name, customer and site. It appears in every job dropdown.
Click Close when a job finishes, so it stops appearing when people log hours. Reopen brings it back.
Users
Everyone who has signed up is listed here.
Rename fixes a name for anyone, yourself included. Only admins can change names; their history carries over to the new name.
Make admin gives full access, including job costs and safety records, so keep it to a few people.
SharePoint
Test Connection checks the app can reach SharePoint.
Sync Now pulls the latest submittal registers from the synced folder.
Use Find Documents to search SharePoint files.
Outgoing Email shows every email the app sent, and any that failed.
The app only reads SharePoint. Nothing there is ever changed or deleted.
My Profile
My Week shows your hours this week and month, and what's still waiting on approval.
